Who can park in disabled parking spaces?

Disabled parking spaces are reserved for vehicles with PLACARDS, "HP", or Disabled Veteran plates only. No other vehicle is allowed to park in these spaces regardless of the situation. A fine of $100.00 will be issued to anyone in violation
