Fire Extinguishers maybe returned to the manufacturer or Waltham residents may contact:

 Keane Fire and Safety Equipment Company, 1500 Main Street, Waltham, MA (781) 899-6565. 
Keane will dispose of an extinguisher for a fee (depending on size).
